And every conversing/musing one of the Field is before he is becoming in the Earth, and the every herb of the Field is before he sprouts,60 for Yahweh elohim has not caused to rain upon the Earth,60b and a red-one is not, to serve אֶת-the Red-one.

RBT Paraphrase:
A Talking Bush Not Yet Become (טרם יהיה), No "Father for the Rain" - Job 38:25-28
And every talking one of the Field is not yet becoming (יהיה) within the Earth, and all the grass of the Field is not yet sprouting, for He Is Become (יהוה) mighty ones has not rained upon the Earth, and a Man ("adam") is not existing, to serve the self eternal Ground of Adam ("Adamah").60
LITV Translation:
and every shrub of the field was not yet on the earth, and every plant of the field had not yet sprung up; for Jehovah God had not sent rain on the earth, and there was no man to till the ground.
ESV Translation:
When no bush of the field was yet in the land and no small plant of the field had yet sprung up—for the LORD God had not caused it to rain on the land, and there was no man to work the ground,
Brenton Septuagint Translation:
and every herb of the field before it was on the earth, and all the grass of the field before it sprang up, for God had not rained on the earth, and there was not a man to cultivate it.

Hebrew שיח is conjectured to be a "bush". It is from the verb root שיח, to muse, complain, talk, murmer. (Cf. #7878) "Bush" or "shrub" is conjecture, stemming from its four occurances as a masculine noun (cf. #7880). Hagar "throws" her "boy" underneath one of the Talking/Musing Ones (הַשִיחִם). (And thus a "talking bush")

The Hebrew for the verb to sprout is tsamach (Strong’s #6779) and the same masculine form used here, יצמח (yitsmach) is indeed used prophetically, “Behold, the man whose name is the Branch: and he shall sprout יצמח out of the place of himself; and he shall build the temple…” Zechariah 6:12. Also in Job 5:6.

Hebrew כי לא המטיר יהוה אלהים. For he has not rained yahweh elohim upon the earth....

The tradition in what is called the "Yahwist Narrative" of Genesis 2 says "Yahweh elohim" here refers to a more formal name. This is the first appearance of the words together. The Hiphil causative form of "to rain" lacks any object being rained. Caused to rain what? Perhaps it doesn't matter, or perhaps it does, as in Genesis 19:24 where he "causes to rain brimstone"... Brimstone is not water.
