RBT Translation:
Crafty Serpents Deceiving Their Heads
For the Authority of the Horses is within the Mouth of themselves, and within the Tails of themselves, for the Tails of themselves are compared to serpents, those who are holding heads, and they are doing unjustly/wronging within themselves.
LITV Translation:
For their authority is in their mouth, and in their tails; for their tails are like snakes, having heads, and they do harm with them.
ESV Translation:
For the power of the horses is in their mouths and in their tails, for their tails are like serpents with heads, and by means of them they wound.
