RBT Paraphrase:
Upon an upright one, upon his chosen men the inner master of myself is not rejoicing, and the self eternal fatherless orphans of himself and self eternal widows of himself he is not having compassion for, because the whole of himself is profaned/polluted, and one who practices evil, and every mouth has preached a folly, within the whole of this one he has not turned back the nostril of himself, and the hand of himself is she who is stretched out repeatedly!
Julia Smith Literal 1876 Translation:
For this upon their young men Jehovah shall not rejoice, and their orphans and their widows he will not compassionate; for they all are polluted and doing evil, and every mouth speaking folly. In all this his anger turned not back, and yet his hand stretched out.
LITV Translation:
For this the Lord shall not rejoice over their young men, nor have pit on their orphans and widows; for everyone is a hypocrite and an evildoer; and every mouth speaks foolishness. In all this His anger does not turn away, but His hand is still stretched out.

Brenton Septuagint Translation:
And iniquity shall burn as fire, and shall be devoured by fire as dry grass: and it shall burn in the thickets of the wood, and shall devour all that is round about the hills.
