And he has become in the whole heating, the Sheep of Tied-Ones,⁹⁸⁹ and Heel has set אֶת-the Shoots to the eyes of the Sheep in the gutters, to cause them to heat in the Shoots,

Julia Smith Literal 1876 Translation:
And it was in every one conceiving of the strong sheep, and Jacob put the rods before the eyes of the sheep in the floorings, to conceive among the rods.

LITV Translation:
And it happened that whenever the strong flocks conceived, Jacob placed the rods before the eyes of the flocks, before the troughs, that they might conceive by the rods.

ESV Translation:
Whenever the stronger of the flock were breeding, Jacob would lay the sticks in the troughs before the eyes of the flock, that they might breed among the sticks,

Brenton Septuagint Translation:
And it came to pass in the time wherein the cattle became pregnant, conceiving in the belly, Jacob put the rods before the cattle in the troughs, that they might conceive by the rods.

Conspire

Strong’s #7194. Qashar. To league together, bind, tie together, conspire. Feminine plural. הַמְקֻשָּׁרוֹת֒ הַצֹּ֣אן – the Tied Sheep, the Binding Sheep. There are a number of words with a root meaning of tie, bind, lace, etc. This word is the primary word for conspiracy:

“And David has fronted, to say, My-Brother-is-Tasteless [Ahitophel] is among those-who-conspire [qashar] with My-Father-is-Peace [Absalom]. And David is saying, Make foolish, now, אֶת-the counsel of My-Brother-is-Tasteless, Yahweh.” 2 Sam. 15:31 literal
