In Biblical Hebrew, the form ועשה is the masculine perfect form ("and he did" or "and he made"). Vowel points (וְעֹשֶׂה) were put upon it to dictate it as a masculine participle "he who makes" which is also spelled the same (עשה). The vowelization, which was not written until created by the Masoretes in 7th to 10th centuries CE, distinguishes the forms. For the masculine perfect, it is vocalized as עָשָׂה (ʿasah), while for the masculine active participle it is vocalized as עֹשֶׂה (ʿoseh).
